Tadashi G. Takaoka be4e0d0e39 Fix when to show important notice ... This CL introduces a timeout duration to show an important notice message. When the timeout has passed, the important notice message will be suppressed without user intervention. This CL also adds unit tests and fixes a bug in getNextImportantNoticeTitle().
