Upon invoking the settings of the dictionary pack with an unknown
client, we now launch an intent to ask the client to make itself known.
This change also includes the code that receives this intent and
acts upon it.

Remove the shared uid for LatinIME

Since we cannot market update apps with shared uid, had to be removed.
Added READ_CONTACTS permission, now that it has a non-shared uid.

Don't let the native code target be included twice when unbundling.

Move java code to a different directory so that the unbundled
version doesn't try to compile the native code again.
