The subtype locale name on the spacebar will be suppressed when only
one subtype is enabled and
- Subtype locale is equal to the system locale.
or
- Subtype language is equal to the system language but the subtype is
implicitly enabled.
Thus the "es_ES" system locale chooses "es" subtype keyboard
implicitly but the keyboard doesn't have the subtype name on its
spacebar.
This change also removes Spanish Latin America keyboard.

Add keyboardstyle for the Dutch part of Belium and make it AZERTY (the french keyboard).
This is the default layout in Belguim but in the Netherlands (nl) they use QUERTY.
Strings and spelling checker are the same.

Universal esperanto keyboard. Has letters for all latin scripts, as users
will often need to type something in both Esperanto and other languages
(for example their country's).

The java.lang.Locale will transform the official language code "id" to
the obsolete "in". (new Locale("id")).getLanguageCode() returns
"in". To keep String representation and Locale compatible, we should
use the obsolete "in" as string representation.
This is exactly the same situation of Hebrew ("he" and "iw").

This change also introduces "AsciiCapable" extra value for subtype
that indicates the subtype can input any ASCII code point from its
keyboard layout.
Only if the input field has "forceAscii" private IME option and the
current subtype doesn't have "AsciiCapable" extra value, the en_US
keyboard layout will be used for the input field.

Basically Croatian keyboard is QWERTZ layout with extra letters such
as č, ć, đ, ž and š. This change just introduces Croatian keyboard
subtype and QWERTZ layout which has the extra letters as popup mini
keyboard of base letter.
It might be great if we could have dedidated table layout.

There are already both languages keyboard layout. Finnish is based on
Scandinavian layout and Hungarian is based on QWERTZ.

Some flag settings used to be stored in a keyboard layout extravalue setting. This
change:
- Introduces the capability of setting such specific flags in values/config.xml
- Retains the ability to use extravalues (for layout-specific settings), though
there is no more any such setting at the moment.
- Fixes a bug where loading a dictionary from outside does not initialize the flags.
- Moves Flag to another class.
Note: this needs I705ec68c to avoid breaking the build

Ic4df2a9a introduced new keyboard layouts for Hebrew and Arabic.
This change adds a comment to them alongside with trailing
whitespace suppression.
This change explicitly limits its scope to files introduced by
Ic4df2a9a. It replaces I48927626 which has been deemed too reckless.

The Arabic keyboard is more or less based on PC keyboard and other
sources. It has no means to input diacritics at the moment.
Some data for the Hebrew keyboard was already there, but not used.
This change splits phone and tablet layout and consolidates the
tablet one to something that seems sensible. It can't input diacritics
either at the moment.
Other shortcomings affect those keyboards. For example, normal
Hebrew keyboards switch to capital QWERTY keyboard with shift on,
as there are no capital Hebrew characters, but this version does not
feature this.
It should be mostly possible already to enter Arabic or Hebrew with
these keyboards however.

For German : handle "ae", "oe" and "ue" to be alternate forms for
umlaut-bearing versions of "a", "o" and "u".
