Ensure DeleteUser is not allowed to Delete Orgs and visa versa (#10134)

* add check to DeleteUser

* add check to DeleteOrganization

* add Test

* remove redundancy (deleteOrg is only used in DeleteOrganization)

* Update models/org.go
