Remove seen map from getLastCommitForPaths (#6807)

Browse source 
Ensures correctly traversing the commit graph for all path and avoids
erroneously skipping some. Also preallocate some arrays to correct size
to prevent unnecessary reallocations.

Fixes #6708.
