fix fading menu in arc-green theme (#5128)

* fix fading menu in arc-green theme

the menu faded white because it missed proper styling.
only visible on viewports narrower than 1200px.

* Generate minimized css

* compiled arc-green.less to apply changes from 76e4f9a58
