For bans and ip bans to work everyone needs to be assigned a unique ID on registration. ID's can never be changed. even if the user changed their username, pin, and pronouns. This is mostly to prevent people bypassing bans.

Uuid's are now generated and stored for users, and will be used for moderation commands (not yet implemented).
