Persistent federation sender blacklist (#1214)
* Initial persistence of blacklists

* Move statistics folder

* Make MaxFederationRetries configurable

* Set lower failure thresholds for Yggdrasil demos

* Still write events into database for blacklisted hosts (they can be tidied up later)

* Review comments
